Methodology
Index rules
The rules are mechanical by design. They define entry, sizing, rebalancing, and removal.
- 01In: signed U.S. federal instrument, or a U.S. mine/plant already running on Sb, REE, Li, Cu, graphite, Ti, U-mill, or B.
- 02Gold-only: FAST-41 Covered or signed federal capital. Transparency-only is satellite.
- 03Out: LOIs, invitations, PPLs, white papers, grant applications, China-controlled midstream, foreign parent as the vehicle, donor ownership with no federal paper.
- 0416 names. Fully invested. Target cap 10%.
- 05Reset to targets first business day of Jan / Apr / Jul / Oct.
- 06Month-end: trim only a name that is >15% of the book, back to target. Intra-quarter add/drop only when an instrument closes or dies, a permit is vacated, or U.S. production stops.
